What you actually get
A page at /tool/<slug> in a general software directory of about fifty categories, with your icon, a screenshot, a 150-character summary and a 1,500-character overview. The listing URL is reserved and shown to you at the badge step, before the listing exists, because the badge has to point at it.
How to submit to We Like Tools
1Sign in
/submit is a sign-in card. Log in with Google is the only visible provider; the account is created by that click.
2Give the homepage
Step 1 takes one URL and warns that it must be the product homepage, because that is where their crawler will look.
3Take the badge
Step 2 reserves your listing URL and prints light and dark snippets that must link to it with a followed link. Copy buttons for each.
4Verify

The listing form is locked until the badge passes verification, so the entire product side of the submission is unreachable on a first visit. Deploy the badge before you sit down to do this.
The badge has to link to your own reserved listing URL, not to their homepage, and that URL is only revealed at step 2. You cannot prepare it in advance.
The name field stops at 40 characters and the summary at 150, both without a counter.
