Hall of Fame placement is earned by votes and is not part of any submission tier, which their own page says outright. On the badge route you get exactly one followed link.

Gotchas
The route named Free Submission states no dofollow backlinks on its own card. The route that carries a followed link is Backlink Submission, which is also free but wants their badge on your homepage, and the two sit side by side with the wrong one recommended by name.
Hall of Fame placement is earned through votes and is not included with any submission tier, which their page says plainly and which the tier names imply otherwise.
The promotion placements (featured card, homepage strip, sidebar) are bought separately and are excluded from all three submission routes, including the $9.99 one.
