There is no free submission of any kind. Every route to the jury is 65 euros a shot or a 150 euro annual membership, and the money buys a score rather than a listing.
Approval comes before scoring, so a submission can be rejected outright and never reach the jury at all.
The jury weighting is public and it is not about your product: design is 40 percent of the score and content is 10. A site that works well and looks ordinary is buying a low score.
